Yes, it's a Third Reich newsreel, narrated in Russian.
Basically it's a group of ROA soldiers graduating from
a military instruction course; replete with propaganda-type
language such as "fighting for the honor of the Russian People/
Russian and German Union/" and the troops giving three "Ura's"
for der fuhrer...the song at the end is a traditonal Imperial Russian Cossack song.
Deterrence is the art of producing in the mind of the enemy the fear of retaliation.
