Should the material for these shirts be blue and white 'flecked'?

Yes those should be in blue & white flecked 'salt & pepper' fabric.

Dunno why he couldn't have used such fabric as its still made today - I've a shirt (modern style though) in this type of cloth (or very similar).

Yes I've seen very passable 'salt and pepper' shirts in ASDA and Matalan.
