Seems to be a parade uniform.
Officers used army-issued uniforms in field (summertunics during summertime and basic m/36 uniform during wintertime). Of course some officers had taylor made uniforms too, but most of them kept them as a leave- or parade-use. Taylor made uniforms were mostly "better" quality than army-issued.

Ah, here comes the enjoyment of different ranks in different armies...
His finnish rank is Luutnantti, and the red background tells he's from artillery, so his trade name would be Tykistöluutnantti. Luutnantti is roughly equivalent to german Leutnant or british/american 2nd lieutnant.
Lieutenant colonel would be Everstiluutnantti, which is quite high up there. You can see that he is company officer rather than staff officer, because he has only one "box" with the leaves, not two like the Staff Officers. Ranks are basicly the same these days as they were 65 years ago, so check out the wikipedia article: http://en.wikipedia.org/wiki/Finnish_military_ranks

It is correct, it's a parade uniform.
Could have been used in a parade during Winter war, but it isn't a field uniform. And this uniform is for a professional soldier, not that of an reserve officer.

Notice that reserve officers wore silver-colored heraldy roses (unlike professional officers) from 1918 to 13.6.1941. After that Finnish army didn't make the difference between reserve officers and professional officers. From that day, both types of 'officer-classes' wore the same golden heraldy rose in their insignia.

Shoulderboards are correct M36 type.
