There is a open beta-test available from STEAM, just download and try.
I have played couple of matches and the game is very interesting with the ability to "cheat" other players with ruses. Gaming type is like C&C series, scouting is very important in this game. Try out yourself if you have a STEAM, only 2gb to download.
Playable nations are Germany, Soviet Union, USA, England, Italy and France at the moment.

Thats where i saw it on Steam when i was installing Napoleon total war theres a 14 day trial so may give it a go.
And that boys is how you take a penalty.
