When a soldier was granted leave, what rules were there on where they could go? Were they only able to choose between the local area, and going home, or could they go further afield? Was there an appreciable difference in the rules between pre-war and wartime?

Generally the soldaten went to his home area , otherwise he could be questioned on why he was in such and such area , it also said on his leave papers exactly where he was going .
Also it wasn't unknown for soldiers to go sightseeing in the areas they were stationed in .
Probably very strict in occupied areas and "near" frontline operations .

The vet I know told me you could go anywhere you liked, but you commander needed to aprove and put it on paper/Soldbuch

he told me there was a certain tric to gain extra leave:
you traveled to home and normaly then you needed to go to the local authorities and let your papers stamped. Then your leave started to count, as no one could predict when you would arrive home (it wasn't clockwork the trains during the war)
When you got home, you went to the local authorities only two or 3 days later to stamp your leave papers
