I have bought the short Wickelgamaschen from an Ebay store "LeJour001". I just had a look and he has the long and short ones for sale at the moment.
I think that they are from Sturm...
I can make you the buckles, PM me for details. I think you are on your own for the hooks, unless I can get some specifications for them.

Hook them into your boot laces. Remember, right is clockwise wrapping, left is
counterclockwise wrapping.
