The south of France is not exactly Normandy. It is well documented that occupation troops in the Southern zone were issued tropical kit.
I would imagine that all tropical issue would be handed in & exchanged for wool prior to entraining for Northern zones. The lack of NORMANDY front photos depicting tropical kit in wear would certainly support this. As Mario said, issue was generally adhered to and this would include theatre and zone scale of issue for clothing and equipment. The north coast of France is hardly Meditteranean or tropical.
I think you'll find the pics are of the unit in question in occupation duty in the southern areas. Not pictured in Normandy.
